Indiatimes.shopping has not sent my order nor credited back the refund amount. Whom should I contact? Help!!?

My fiancee in US ordered jewelry through Indiatimes.shopping on Sep 17th 2009. I have not received them and tracking details shows it has been sent back to the shipper. They have not credited the refund amount nor responding to our repeated emails or phone calls. Whom should I contact to get the matter resolved? Please help, we are in distress.
